Rwandan and Congolese survivors demonstrate in Brussels agianst the invitation and arrival of the Rwandan genocidaire General Paul Kagame.

GENERAL KAGAME LEAVES OPPOSITION LEADERS IN PRISON AND DISCUSSES DEVELOPMENT WITH EUROPEAN UNION PARTNERS IN BRUSSELS.

Between 03rd and 07th December 2010, General Kagame is visiting Brussels and EU headquarters where he is expected to appear tomorrow in the European Development Days 5th edition. This is a irony of politics as it happens when his country is facing disturbing challenges: the democracy leader Ms. Victoire INGABIRE and other opposition leaders are in prison; the regime is accused by the United Nations of war crimes, humanitarian crimes and a possible genocide in the Democratic Republic of the Congo; some members of FDU INKINGI in Rwanda are tortured and forced to testify against the party Chair on imaginary terrorist crimes; Rwandans are still running away as a result of an on-going score settling campaign against opposition and dissents after the elections masquerade that keep Rwanda on the edge.

We sincerely expect the partners of Rwanda and the free world to urge President Paul Kagame to open up the political space, to release political prisoners and engage in a broad-based governance of the country through a transparent democratisation process. “…….The Netherlands promised budget support to Rwanda in 2008, but did not proceed to granting this assistance after of the publication, in December 2008, of the report of the UN expert on the role of Rwanda in the conflict in the eastern DRC.

The Netherlands also has no plans to provide general budget support to Rwanda, because we believe freedom of expression in Rwanda and the political space is insufficient to justify granting general budget support. As communicated in the Basic Development Letter to the Dutch Parliament, the policy on general budget support is being reviewed and, in general, this instrument will be drastically reduced.

The future of the development relationship with Rwanda, in the broad sense. is part of the current generic policy assessment in the field of development cooperation.
