“When this RPF crime compendium is released, I expect the RPF government to hit back with blanket accusations, without any proof, that I am a “revisionist and a negationist of the Rwandan genocide, actually manufactured by Kagame himself using the RPF sub-organization “IBUKA”, and that “I harbor an ideology of genocide and divisionism”. The international community must take a very close and careful look at such character assassination, and in many cases outright persecution, of all real and perceived contrary opinion holders and political opponents, social justice advocates and human rights critics in Rwanda by the RPF government, and find a proper way to address it”.
US organizations and individuals involved in the sponsoring of previous and current RPF bloodshed and Kagame’s assassinations of his own citizens inside and outside Rwanda, Rwandan refugees and the Congolese people do disservice to fundamental justice.
Here is the list of the infamously granted awards by the Kagame crime whitewashers shamefully wearing the human rights umbrella and coming from all ranks of importance. The criminal system includes US and UK worldwide mafia’s individuals, organizations and charlatans that praise and support Kagame’s crimes, a good thing to them as he facilitates loots of Rwandan and Congolese wealths. Just to give the illustrative examples why US and UK organizations must end Kagame’s war crimes wash :
During different bloodsheds carried uut by RPF headed by “General” Kagame, the worse criminal our planet has ever hosted carried out the most brutal and genocidal campaign in modern history by attacking the sprawling refugee camps in Democratic Republic of the Congo after murdering and mass-slaughtering and cleaning up Rwandans in the north-western region, in Gitarama, in all stadions in Kigali without mentioning the Rwandan Auschwitz Kibeho (southern region of Rwanda) . The International Center for Human Rights and Democratic Development (CIDPDD), in teaming with the African Association for the Defense of Human Rights in DRC (ASADHO), concluded that It appears pertinently that the Rwandan government must be held accountable for war crimes, crimes against humanity, and acts of genocide in their document entitled “Report of inquiry by the international non-government commission on human rights violations in DRC (former Zaire) 1996-1998”, 1998, p.78.
The slaughter of the Nyarutovu wedding, January 18-19, 1997
In the night of January 18-19, 1997, the RPF attacked and killed each and every one of the guests, including the bride and groom and their parents, at a civil wedding in the home of Major Laurent Bizabarimana in Nyarutovu in the northern province of Ruhengeri. 50 people were collectively slaughtered that night. Major Laurent Bizabarimana graduted in one of the US military academy and his family had recently returned from Zaire during the massive forced deportation by the RPF, and became victims of a brutal RPF nationwide campaign inside Rwanda to eliminate “genocidaire elements” from among these returnees. (Testimony provided by witnesses, still living). (Jean-Christophe Nizeyimana is willing to testify upon these brutal assassinations and bloodsheds that took place in Ruhengeri and Gisenyi in January 1997 and earlier in November 1996.
The horrors of the Nyakinama Cave, October 23-28, 1997
The crime of denying people their right to seek medical treatment to Hutus, men, women and children willing to get medication treatment inside Rwanda or willing to go overseas for medical treatment are refused these elementary rights only because they happen to be born Hutus.
Other crimes of RPF, the criminal organization of Paul Kagame: Rape and Aids as weapons of war against the Hutu majority in the north-western region of Rwanda. According to the former minister of Justice in Rwanda and now exiled in the United States, there is planed genocide against Hutu ethnic members. He personally had a conversation with one the rapist-perpetrators in Ruhengeri, an RDF solder who did not hesitate to tell him he’s doing that as an order.
As a matter of fact, Mr. Rwaka Théobald writes: “Pendant l’operation “gutera itabi mu Ruhengeri’ J’ai ete informe par un membre du FPR inkotanyi qu’il venait d’etre depeche d’urgence a Ruhengeri mais qu’il ne savairt pas s’il en sortira vivant car a cette epoque les Bacengezi tenaient encore militairement quelques hauteurs surplombant Ruhengeri.
Il m’a dit formellement qu’ils avaient recu l’ordre d’enceinter toutes les femmes et Filles de Ruhengeri et Gisenyi ngo kugirango abakiga bigize intagondwa n’indiri y’abacengezi babamaremo agasuzuguro kuko abazavuka ku bagore n’abakobwa babo bose bazaba ari inkotanyi. Ibi byo rwose narabibwiwe kandi uwabimbwiye yari abizi neza.”
Translation of Mr Rwaka Theobald: “an RPF soldier and RPF member told me that during the “tobacco plantation operations”, better said during the awful months of ethnic cleansings (gendercide) in Ruhengeri where I have been promptly sent without knowing I would be back, because Ruhengeri was militarily occupied by the infiltrators in those hills, he formally told me he has been given order to forcibly have sex with Hutu women and girls, a rape aiming to humiliate the stronghold region of the extremists and infiltrators whose wives and daughters ‘children will be Inkotanyi. This is a testimony that I personally witnessed and the “witness-perpetrator” knew what he was talking about”. Other witnesses confirm the RPF solders’ torture, ethnic cleansing, rape, kidnapping and mass-murder throughout recent history of the ongoing Rwandan genocide.
Considering the threat tthat RPF presents in Rwanda, RPF soldiers and local defense forces were and still are involved (taking into account of collected crime scenes data) in hundreds of thousands of rape cases and, when you analyze the relationship among different crime scenes actions–from what types of rapes the RPF rapists demanded to whether they bound the victims. We found out hereafter their common motives: To change the region from the Hutu strong populated region into the Tutsi stronghold with Hutu women with aids or with children born from “Tutsi fathers”.

General Kagame established his local operations headquarters in nearby Butare to closely supervise the siege and dismantling of the Kibeho camp. we know the results: An estimated 21 000 internally displaced people were reported assassinated on the orders of Major General Paul Kagame indiscriminately murdering unarmed men, women, children, and many elderly.
Kagame’s interact with his Hutu victims: through meetings before the bloodshed, mutilations, rapes, summary executions or plundering of Congolese mineral resources.
Those crimes were called brave acts. President Bush called Paul Kagame a man of action, the one who get the job done!
However, in late 2007, French Judge Bruguiere indicted the assassins of Habyarimana and personally recommended to Kofi Annan that Kagame must be prosecuted by the ICTR. In addition, in February 2008 Spanish Judge Merelles issued a 180-page indictment specifically charging Kagame with: Genocide; War Crimes; Crimes against Humanity.
A well functioning system of criminal justice at the international level should be aimed to punish the guilty and protect the innocent who ever he or she is regardless his ethnic group belonging. What happens when General Paul Kagame is granted and awarded for having mass-murdered millions of Rwandan and Congolese people?
Nevertheless, we note here the Stephen J. Rapp clarification in “ACHIEVING ACCOUNTABILITY FOR THE GREATEST CRIMES — THE LEGACY OF THE INTERNATIONAL TRIBUNALS” in which he primarily reaffirms : “When, however, crimes are committed by leaders of national governments against their own citizens, or the people of another state, there has generally not been an effective means to hold them accountable for their actions. This is not for a lack of law.
Indeed, there is a body of law arising out of convention and custom known as International Humanitarian Law (IHL). It includes the Geneva Conventions, which for decades have laid down rules prohibiting the mistreatment of the sick and wounded, shipwrecked persons, prisoners of war, and of civilians generally.
Revised after World War II, the Geneva Conventions of 1949 included “Common Article 3” prohibiting some acts against non-combatants in civil wars. In 1977, two Protocols were added to the Geneva Conventions, the first regulating international armed conflict, and the second conflicts of a non-international character. Both extended the lists of prohibited acts against non-combatants, and the first further restricted the means and methods of the conduct of war.”To help investigators and other serious experts willing to examine evidence from Kagame, RPF crimes scenes, their victims and witnesses African SurViVors International suggests developing Kagame’s behavior and description. This description can include psychological variables such as his personality traits, his education level, psychopathologies and his different behavior patterns. Kagame war crimes, crimes against humanity and genocide scenes clue to make conclusion about the Rwandan mass-murderer, General Paul Kagamer’s personality.
The bloody dictator General Kagame organized crimes against his own citizens are premeditated and carefully planned, so little evidence is found at the awful scenes. You remember his supporters called him the “Strat egist”.

The goal of investigative psychology’s form of Kagame’s profiling, like all profiling, is to infer his characteristics based on his behavior before, during the war period of 1990-1994, during the 1995 gruesome Kibeho massacres and during the horror about his war crimes, crimes against humanity and genocide in the deadliest period of 1990-1993, 1994, and during the genocide campaign of 1996-1998 against Hutu refugees.
Recommandations:
To the US and UK Human Rights groups
- To help African Survivors International (ASI) to call upon the creation of a special commission to investigate possible US and UK organizations and individuals wrongdoings in their support to General Paul Kagame and RPF criminal organizations.
- To help ASI to call upon of ending possible attempts to politicize the international Justice for Rwanda through the firing of the judges and prosecutors who were viewed as potentially disloyal to the Kagame’s policiy and insist on the arrest, prosecution and indictment of General Paul Kagame and the RPF criminal organization in regarding to the respect of the principle “Justice for All victims”.
Implications :
At this point, it is unclear whether violations of Human and Civil Rights by Western countries (US, Canada and Europe) in Rwanda will not be questionable vis-à-vis some regimes believed not to respect elementary human and civil rights such as China, Russia, Zimbabwe, Sudan, Iran and North Korea. Because of this shameful support, the RPF Tutsi led government is no longer sensitive to criticism of its violations of human rights.
How great a distance is there, really, between one person believed to be born Hutu and another believed to be Tutsi? Since 1994, both ethinc members’ trials and tribulations in life are different: The majority of Rwandans -Hutus and interior Tutsis (before 1994) – are struggling each day for mere survival, while Tutsis from Uganda are living in luxury that every survivor can ill afford. “Freedom from oppression, the integrity of the individual, democracy and the rule of law are just big words and unattainable ideals for the majority of Rwandans. Their denial has become a tangible reality for hundreds of millions of people over the past 15 years. Many people are certainly and remain denied their freedom and rights” Swidish State Secretary for Foreign Affairs, Mr. Frank Belfrage, 4 March 2009. Not everyone is able to effectively take part in the government of his or her country. Hutus are chased away from towns, they got expropriated withouth compensation, Hutus are subjected to ill-treatment, torture, rape. Women are woking in slavery coffee and thea plantations. Gacaca and TIG became a real industry of creating the free labor force: products are Hundreds of Hutus convicted for genocide within 10 minutes of Gacaca trials and sentenced to life imprisonment or 30 years of imprisonment before loosing their own properties and submitted to forced works in tutsi plantations, in private and public sectors. Political opponents are being harassed, intimidated and often prosecuted and this intimidations are done at daily basis before the 2010 presidential elections.
We are witnessing Kagame and the Tutsi led government systematic violations of human rights, including torture, arbitrary arrests, and enforced disappearances. Massacres are carried out against Congolese people in the Eastern region of the Democratic Republic of the Congo by Kagame’s proxy armies withteh help of the Monuc and a region where Tutsi warlords such as Tutsi Generals Mutebusi, Nkunda and now Ntaganda, without being intimidated, mass-murder the Congolese local population, Hutu refugees and the Congolese Hutu population.
“It is crucial for the credibility of the Security Council that it can live up to its promise of ensuring universality, objectivity and non-selectivity, in accordance with its mandate.
The mandate of the Council is not to protect governments from scrutiny, but individuals from human rights violations. We refuse to accept an artificial divide between raising human rights violations in individual countries, and support to improve respect for human rights. The important role of the Council rapporteurs and the Office of the High Commissioner in providing advice and capacity building is a case in point”.
In responding to human rights violations, this Council should act as part of a broader UN response which bears in mind the links between human rights, security and development. We should recognise the key role played by other UN bodies, including peace support missions, in promoting respect for human rights and the rule of law”, insisted Mr. Frank Belfrage.
