Tricked by the UNHCR, Rwandan Refugees Are Deported to Rwanda.

Q : UNHCR – A Corrupt Organization ?

Behind closed doors meetings in Kigali or somewhere else : Corruption. And according to many reliable sources, the culture of corruption within that UN organization extends actually to every aspect of public life.We’ve been hammered that Rwanda is a safe country, meaning that those who flee the country have no reason to fear for their lives! Anyway we encounter 

Two fundamental dimensions of corruption in UNHCR:

  1.  Whether the individual or the organization is the beneficiary of the corrupt activity and
  2. Whether the corrupt behavior is undertaken by an individual actor or by two or more actors.

African SurVivors International’s primary focus is on why UNHCR personnel fails to become securely attached to UN norms and laws, and on the part played in this failure by certain key features of corruption:

  • The inability to distinguish between organizational and personal ends
  • Poweful Western countries administrations’ interests
  • Corrupt key UN players within the UNHCR
  • Rejection of morality

The reality: The dramatic history of UNHCR representatives’ secret meetings with Dictators Yoweri Museveni and Paul Kagame came to life : Deportation of Rwandan refugees using UNHCR distribution of Food and Refugee status cards. Are we about the corrupt depravity of Antonio Guterres? The problem goes deeper than just the corrupt official that runs the world Humanitarian Organization.
Unless integrity, efficiency and transparency are the corner stones of the UN organizations, nothing can be accomplished and only corruption flourish. That is exactly what is happening with the UNHCR aid embezzlement . The UN is one of the most corrupt organizations on the face of the Earth, allowing genocides and forcing countries to give crazed mass murders major government posts all in the name of achieving peace (Sierra Leone, Rwanda, Democratic Republic of the Congo,etc).

The UNHCR is an organization of corrupt individuals.


End Alliance with Corrupt DictatorFollowing the forcibly UNHCR repatriation since October 1996-1997 and later 1998 with Rwandan refugees in Democratic Republic of the Congo, about 2,500 Rwandans seeking asylum have been herded onto trucks at gunpoint and driven across the border to Rwanda in what the United Nations has “called an illegal operation” to repatriate refugees.
What should be the reaction of Rwandans? To flee and continue to act like sheep when facing the dictator Kagame who intends to remain a wolf?

The World Community should intervene to help them.

Uganda has begun “forcibly” deporting hundreds of Rwandans from two southwestern refugee camps, at gunpoint according to many eyewitnesses wo met our special envoy in the region.

ASI outraged by the total silence at the organization HQ.

Last week, ASI tried in vain to get contact with the UNHCR HQ in Geneva, but nobody within two days, or anywhere else in the organization, wanted to talk to us about it. How this behavior has pervaded almost all the UN Humanitarian organization? Questionable! The UNHCR valuable work risks being overshadowed by this ill-conceived alliance with General Paul Kagame, one of the world’s most infamous dictators. The tarnished UN humanitarian organisation should reverse course.

“The Dutch words written on the face of this refugee “DAT KOMT ERVAN ALS JE EEN GROTE MOND HEBT” reflect the dangerous attitude of some UNHCR employees linked to Racism, stereotyping, and discrimination. Those words mean : “That is because SHE HAS A BIG MOUTH”. The suffering experienced by Hutu refugees at the hands of the Racists, RPF criminals, RPF sponsors. Hutus are guilty of (ethnic) prejudice and discrimination.
That prejudice, stereotypes, and discrimination, against anyone for any reason, but especially concerning ethnic groups, races, or the sexes, are bad things is today a truth of public discourse that is never questioned by anyone considered socially, morally, or politically responsible.
SO SHOULD WE BE SUPRPRISED IF RWANDAN REFUGEES WERE TRICKED WITH DISTRIBUTION OF FOOD?

MASS REMOVAL OF RWANDANS FROM UGANDAN REFUGEE SETTLEMENTS

No more Trust in the tarnished UNHCR as a UN humanitarian organization.

At the  UNHCR compound, aproximatively 40 Rwandan refugees went to meet the UNHCR local authorities Thurstday, July 22, 2010. The meeting was suspicious. Many of Rwandan refugees refused to fall again in the UNHCR/Ungandan police’s trap. To make it clear, they repeatedly said “there is no more trust in the UNHCR after the UN
Agency used food to forcibly repatriate them.

The UNHCR High Commissioner Guterres should not harpoon Rwandan refugees’rights as he cowardly hides behind closed doors in Geneva or in Kigali to harpoon the moratorium of ending the refugee status for Rwandans by the end of 2011 against which many fight so hard not to be implemented as it is against all Geneva Conventions regarding the respect and violations of Human Rights.

Instead of searching for the real causes of the critical issue inside Rwanda, the UNHCR for ,some strange reason, pushes for their return. A deportation that turned into bloodsheds. Rwandan refugees pay the price of being ignored, the main reason of going into exile remains deliberately ignored. For many years, human rights monitors and groups have criticized the Kagame’s regime for being tyrannic and criminal, but the UN held meetings without any decisions but to keep silence on those accusations about Paul Kagame, the cruel and corrupt Rwandan despot and the man who lost all the sens of human dignity.

Reports reaching IRRI and RLP indicate that on the morning of Wednesday 14th July 2010, OPM Directorate of Refugees and Police officers in Nakivale (Isingiro District) and Kyaka II (Kyenjonjo District) began rounding up Rwandans and forcing them against their will to board trucks to return them to Rwanda.

Reports indicate that those targeted in this manner were lured with the promise that they would be granted refugee status and food. Instead they were met by a large number of Ugandan police who rounded them up and forced them onto trucks. Shots were fired by police.
Some individuals appear to have been injured during the process, and in some cases parents
were separated from children. Reports further suggest that Rwandan security agents and
authorities were present at the scene.

By removing settlement-based Rwandans in this manner, the Ugandan government is in breach of its own Citizenship and Immigration Act, which outlines the due processes by which failed asylum seekers who have exhausted their right of appeal should be deported. It has also violated the obligations created by domestic and international law, including the Constitution, the Children’s Statute and the Convention on the Rights of the Child. These breaches come just days before the African Union Summit on ‘Maternal, Infant and Child Health and Development in Africa’ is due to begin in Kampala.

IRRI and RLP condemn this forcible removal of Rwandans from Ugandan refugee settlements. We further note that this comes barely a month after our drawing public attention to the fact that many Rwandan refugees and asylum seekers fear persecution if returned to their country of origin (see report titled, “A Dangerous Impasse: Rwandan Refugees in Uganda” available on www.refugeelawproject.org and www.refugee-rights.org ). The report made a number of recommendations to the governments of Uganda and Rwanda, and to UNHCR, in order to improve protection for this group of refugees. In particular, it stated that the Ugandan government must scrupulously uphold its international and national legal obligations with regard to the protection of refugees and to the truly voluntary nature of any repatriation.

We therefore call for an immediate halt to the current removal process. We also call on the Ugandan government to ensure that any failed asylum seekers are able to exhaust the appeal processes provided for under the Refugees Act, and, where these routes have indeed been exhausted, that the Government follow due process for deportation as provided for under the Citizenship and Immigration Control Act.

A decade on the run: Rwandan refugees’ life mirrors the tumult of Africa’s Great Lakes.

 Few countries in Africa have generated more refugees than Rwanda
This massive refugee flow follows a bloody dictatorship supported by the West. Subsequent repatriations have been an involuntary returns. And the result has been new flows out of Rwanda.

While the UNHCR plays drums and barrels like a pro telling the world that Paul Kagame’s Rwanda is not a tyranical regime, that security is for every Rwanda, that that most of them have no unfounded reason to flee their country, the reality on the ground is that many of the refugees continu to express fear for their safety if return. Last week, the UNHCR began the deportation program in conspiracy with the Ugandan Government.

 How many returnees are still free, alive or how many deportees are reported missing?

We also know that in the UNHCR you will have a top tier of good people behave ethically, a large middle tier of people doing their humanitarian jobs (these people have good intentions, but will follow orders from their managers or orders from the the UNHCR HQ, even those that result in them doing illegal activity or unethical actions) and a bottom tier of people who are corrupt.

UNHCR as a UN organisational institution , to rebuild its credibility, should be accountable for the tragedy and mass-murders that took place in Rwandan refugee camps not only in Uganda but also in the Democratic Republic of the Congo 14 years ago. That means to bring the corrupt individuals before Justice.
