1. Massamoordenaar Paul Kagame (die zijn militaire opleiding in de VS heeft genoten) wordt vaak geprezen als een bekwaam leider.
Hierbij zend ik u, onder verwijzing naar de afspraken tussen het Ministerie van Binnenlandse Zaken
en Koninkrijksrelaties en het Ministerie van Buitenlandse Zaken, een overzicht met aandachtspunten
die met het oog op de beleidsvorming door de Minister voor Immigratie en Asiel en de
uitvoeringspraktijk van de IND bespreking behoeven in het door u uit te brengen ambtsbericht met
betrekking tot de algemene situatie in de Democratische Republiek Congo.
Ik verzoek u de onderstaande onderwerpen te behandelen en in uw ambtsbericht expliciet melding te
maken van reeds door u geschreven openbaar gemaakte (deel)ambtsberichten over de Democratische
Republiek Congo.

“Together with Rwanda, the Netherlands co-chairs the Group of Friends of the Responsibility to Protect. Our goal is to raise awareness and encourage debate on how to prevent the four Responsibility to Protect crimes. And we will certainly do this at the upcoming UN summit in September. But let me add a forewarning: be careful out there! There is no sense in running into a one-way street hitting the wall of sheer opposition and obstinate anger about the infringement of territorial sovereignty. There is still a lot to do before the Responsibility to Protect will be a solid principle and doctrine of international law. “
Dilemma’s zijn er op dit gebied genoeg. Een goed voorbeeld is Rwanda, dat overigens strikt genomen niet meer in het profiel van een fragiele staat valt. Rwanda krijgt internationaal veel kritiek, omdat de politieke en burgerlijke vrijheden nog niet goed zijn gewaarborgd. Natuurlijk, dat is een probleem. Maar de vraag is of van landen als Rwanda kan worden gevraagd om in korte tijd een ontwikkeling door te maken waar Nederland en andere westerse landen eeuwen over hebben gedaan.

Wij geloven in een gestage transitie, hoe moeilijk dat soms ook is. Mede hierom heeft Nederland in Rwanda een risico genomen met de ondersteuning van volksrechtbanken – de zogenoemde gacaca. Deze volksrechtbanken hebben redelijk tot goed gewerkt. Natuurlijk zijn er ook dingen misgegaan, maar dat kan ook gebeuren in formele rechtssystemen.
