Spanish court charges 40 Rwandan soldiers with genocide

 A National Court judge accuses the military officers of the mass murder of 4 million people, including nine Spaniards, and has ordered their arrest.

A National Court judge has issued warrants for the arrest of 40 military officers in Rwanda on charges of genocide, terrorism and crimes against humanity.

Judge Fernando Andreu, who heads Central Instruction Court No. 4, charges the soldiers with the deaths of four million people in the 1990s, and said in his ruling that he also has ‘solid evidence’ against the current President of Rwanda, Paul Kagame.

The main basis is on the testimony of a former member of Kagame’s personal security staff, who said he witnessed Kagame moving down a group of civilians with a machine gun: between 30 and 40 people died.

Kagame has immunity from indictment as a head of state.

The judge accuses the officers of taking power by force and instituting a reign of terror in Rwanda, carrying out ‘horrendous crimes’ against the civilian population. Andreo said most of the victims were Hutus in Rwanda and Congo and described it as a strategy of extermination which led, ‘under the pretext of security,’ to the invasion and conquest of Congo.

The National Court investigation began with a complaint presented three years ago by the ‘International Forum for Truth and Justice in the Africa of the Great Lakes’ against the murder of nine Spaniards – three civilian volunteers with Médicos del Mundo and six missionaries.

The charges against the 40 soldiers include the murders of the nine Spanish nationals.

It is not the first time the National Court has acted in cases of crimes against humanity outside Spain: the former Chilean dictator, Augusto Pinochet, was arrested in London in 1998 on a warrant issued by Andreu’s colleague, Baltasar Garzón. The British Foreign Secretary, Jack Straw, finally decided to release Pinochet on the grounds of ill health.

The current Tutsi-led government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination, and the brutal suppression of the rights of the Hutu majority (85%) of the Rwandan people by the RPF criminal organization.
