Stop treating the Bruguière inquiry
When are we going to stop treating the Bruguière inquiry as a case of universal jurisdiction? It is not. The French courts’ competence here is based on the fact that some of the victims were French nationals. Many countries in the world, including Rwanda, make their national courts competent under such circumstances. So this has nothing to do with universal jurisdiction. Do the Rwandans genuinely ignore this fact or do they insist on this being a case of universal jurisdiction because this makes it easier for them to make a case against the French inquiry?
